Why this quality rating
Iran's public system is structured for local families, but it is not an easy public-school choice for relocating expat households.
Why the expat-access rating looks like this
Even where resident enrollment is possible, Persian-medium instruction and day-to-day local integration make the public route usually impractical for foreign families.
🚫 Homeschooling
Homeschooling not permittedIran requires compulsory school attendance and does not permit homeschooling. Education is heavily regulated by the Ministry of Education with a mandatory national curriculum. No exemptions for homeschooling on philosophical or lifestyle grounds.

About Karaj
Karaj is the capital of Alborz Province in northern Iran, immediately west of Tehran and effectively part of the Tehran metropolitan commuter shed. It is the country's fourth-largest city, with an economy that combines manufacturing, services for the capital region, the University of Tehran's Karaj agricultural campus, and substantial residential housing for workers priced out of central Tehran. Persian is universal. The climate is semi-arid with hot dry summers and cold winters, moderated slightly by the proximity of the Alborz mountains. The Tehran metro extension and a commuter rail link Karaj to the capital. Foreign relocation to Iran is constrained by sanctions and visa policy; most non-Iranian residents are diplomats, journalists, or family-route migrants rather than discretionary expats.
