Why this quality rating
Rwanda has a functioning public-school backbone and more English-medium instruction than many nearby peers, but school-level quality and day-to-day expat fit still vary enough that the public route remains situational.
Why the expat-access rating looks like this
Resident families may be able to enroll, but practical fit still depends on school-level language mix, place availability, and comfort with a locally oriented system.

About Ruhengeri
Ruhengeri is the historical name still widely used for the city now formally called Musanze in Rwanda's Northern Province, sitting in the foothills of the Virunga volcanoes about 100 kilometers northwest of Kigali. The economy is built on volcano and gorilla tourism in adjacent Volcanoes National Park, intensive smallholder agriculture on the rich volcanic soils, and a growing concentration of tourism-linked services, hotels, and conservation NGOs. The paved Kigali-Musanze road keeps the capital within about 90 minutes by car. The climate is cool highland, with two rainy seasons and average temperatures noticeably lower than Kigali thanks to elevations around 1,850 meters. For relocators, the Ruhengeri-Musanze area is one of the most internationally connected regional cities in Rwanda; English and Kinyarwanda dominate professional life, French remains common, and most expat presence is tied to conservation and tourism.
