Why this quality rating
Egypt's public-school system is not the route most internationally mobile families choose when they have private or international alternatives.
Why the expat-access rating looks like this
Resident access can exist, but Arabic-medium instruction, crowding, and uneven quality make the public route a hard sell for most expat families.
📋 Homeschooling
Legal with MOE supervisionEgypt allows homeschooling under certain conditions with Ministry of Education oversight. Students must be enrolled in a school for official exams. The process is bureaucratic. Many expat families in Cairo use international schools instead. American and British school options are extensive.

About Shubrā al Khaymah
Shubra El Kheima is a working-class industrial city immediately north of Cairo in Egypt's Qalyubia governorate, with about 1.24 million residents inside what is functionally a contiguous extension of the Greater Cairo agglomeration. It is one of the densest urban areas in Africa and a long-standing center of textile manufacturing, food processing, and chemical industries. The climate is hot desert moderated slightly by Nile-valley humidity. Relocators should weigh that this is not an expat district: rents are low by Cairo standards but the infrastructure, air quality, and noise reflect dense industrial use, Arabic is essential, and any foreign relocation to greater Cairo for lifestyle reasons would normally point toward Maadi, Zamalek, or New Cairo instead.
