Why this quality rating
Senegal has a real public-school system, but quality is uneven and the public path is still a French-medium local-integration choice rather than the obvious default for most expat families.
Why the expat-access rating looks like this
Resident families can in principle use public schools, but French-medium instruction and uneven school quality make the public route situational for relocating households.

About Guédiawaye
Guédiawaye is one of the four departments of the Dakar region in Senegal, sitting on the Atlantic coast about 13 kilometers northeast of central Dakar with roughly 330,000 residents. It is overwhelmingly a residential commuter district built into the dune zone behind the coast, with an economy anchored by informal trade, fishing, and labor flowing into central Dakar via the national highway and the new BRT and TER suburban rail systems. French is the official working language, with Wolof dominant in daily life. The climate is hot semi-arid moderated by the Atlantic, with a short rainy season. Relocators are essentially domestic; the practical context is a dense, lower-income Dakar suburb whose recent transit improvements have begun to cut the commute into the capital.
