Why this quality rating
Senegal has a real public-school system, but quality is uneven and the public path is still a French-medium local-integration choice rather than the obvious default for most expat families.
Why the expat-access rating looks like this
Resident families can in principle use public schools, but French-medium instruction and uneven school quality make the public route situational for relocating households.

About Thiès
Thiès is Senegal's third-largest city, roughly 70 kilometers east of Dakar on the rail and highway corridor to Bamako. The economy combines railway workshops as Thiès remains a historic rail hub from the colonial Dakar-Niger line, phosphate mining at nearby Pallo and Lam Lam, textile manufacturing, and the regional University of Thiès. The climate is tropical with a wet season from June to October and dry harmattan winds in winter. French is the official language with Wolof dominant in daily life. Senegal's recently opened Blaise Diagne International Airport sits roughly equidistant between Dakar and Thiès, improving access. Foreign residents in Thiès are limited; most expat infrastructure clusters in Dakar, with Thiès offering lower costs as a lower-density alternative.
