Why this quality rating
The Philippines has a more English-friendly public path than many peers, but quality still varies too much for the system to feel universally strong.
Why the expat-access rating looks like this
Resident families can generally access public schools, and English helps, but many expat households still choose private options for predictability.
π Homeschooling
Legal with DepEd accreditationHomeschooling is legal through DepEd-accredited homeschool providers. The Alternative Learning System (ALS) provides a pathway. Individual families typically work through an accredited program rather than independently.

About Caloocan
Caloocan is one of the most populous cities in Metro Manila, Philippines, a dense, primarily residential and light-industrial neighbor of Manila proper with about 1.71 million residents. It is split into two non-contiguous halves separated by Quezon City, which complicates commuting more than newcomers expect. For relocators it is rarely a primary destination β most foreigners in Metro Manila settle in Makati, BGC, or Ortigas β but rents are substantially lower than those business districts and the LRT-1 northern extension is improving access. Filipino and English are both official, traffic is among the worst in the world, and flooding during the rainy season is a recurring infrastructure problem in lower-lying barangays.
