Ecuador has below-average PISA outcomes with significant urban-rural quality gaps. The public system is Spanish-medium. Major improvements have been attempted but outcomes remain weak.
Why the expat-access rating looks like this
Resident expat families can technically use public schools. In practice, quality concerns and Spanish-medium instruction push most expat families in Quito and Cuenca toward private or bilingual schools.

About Ibarra
Ibarra is the capital of Imbabura Province in northern Ecuador, sitting at 2,225 meters elevation in an Andean valley roughly 115 kilometers north of Quito on the Pan-American Highway. The city is known regionally for ice cream made with snow historically carried down from nearby volcanoes, and for the surrounding Imbabura crafts region including the indigenous Otavalo market 25 kilometers south. The local economy combines tourism, light manufacturing, regional services for surrounding indigenous Kichwa communities, and a substantial Colombian refugee population given proximity to the border 130 kilometers north. Spanish is universal alongside Kichwa. The climate at this elevation is mild year-round with cool nights and warm days, distinct from the lowlands. The Pan-American Highway and frequent buses make Quito a two- to three-hour journey, putting Ibarra within reach of Mariscal Sucre International Airport.
