Using curated quality notes for now.

Why this quality rating

Sri Lanka has high literacy rates and a functioning public school system, but quality is uneven. Instruction is mainly in Sinhala or Tamil. Colombo has a growing set of international schools targeting expat families.

Why the expat-access rating looks like this

Resident foreign families can technically access public schools, but the language of instruction (Sinhala or Tamil) makes it impractical for most international families without deep language integration.

โ“ Homeschooling

Not specifically regulated

Sri Lanka requires compulsory education but does not specifically address homeschooling. Some expat families homeschool in Colombo and southern coastal areas.

Healthcare

System strength, outcome signals, facility coverage, and self-pay visibility in Sri Lanka.

Sparse pricing does not imply sparse healthcare availability.

About Kalmunai

Kalmunai is a coastal city of about 100,000 on the eastern shore of Sri Lanka in Ampara District, with a mixed Tamil-speaking Muslim and Hindu population that distinguishes it from the Sinhala-majority south and west. The local economy rests on fishing, paddy farming, and trade, and the area was heavily affected by the 2004 Indian Ocean tsunami, which still shapes much of the rebuilt housing stock. The climate is hot and humid year-round, with two monsoon influences delivering most rain between October and January. Tamil is essential for daily life, English is limited, and the eastern coast is several hours by road from Colombo. Kalmunai suits relocators with specific family, NGO, or development work ties rather than general lifestyle migration.
