Why this quality rating
The Netherlands has a strong public-school system and a real resident-schooling path, especially for families staying long enough to integrate.
Why the expat-access rating looks like this
Resident families can generally enroll, and newcomer support exists in some places, but the long-term public path still depends on Dutch.

About Arnhem
Arnhem is the capital of the province of Gelderland in the eastern Netherlands, on the Lower Rhine River about 100 kilometers southeast of Amsterdam, with about 165,000 residents. It sits at the edge of the Veluwe national park, the largest area of lowland natural terrain in the Netherlands, giving the city a notably green setting by Dutch standards. The economy combines services, energy (it is a historic and current hub of the Dutch power sector), fashion and design education through ArtEZ University of the Arts, and logistics. The city is also widely associated with the World War II Battle of Arnhem and the Bridge Too Far operation of 1944. Dutch is official with English near-universal in professional contexts. For relocation, Arnhem offers Randstad-adjacent infrastructure at significantly lower rents than the central Randstad cities.
