Why this quality rating

Mexico's public schools can work for locally integrated families, but quality is uneven and many expat households still prefer private or bilingual options.

Why the expat-access rating looks like this

Resident families can usually enroll, but Spanish-medium instruction and school-quality variation make the public path a situational choice.

Homeschooling

Not explicitly regulated

Mexico has compulsory education laws but no specific homeschooling regulation. Many expat and Mexican families homeschool without issues, particularly in Playa del Carmen, San Miguel de Allende, and Mexico City. INEA provides equivalency exams. Enforcement of compulsory attendance is minimal.

About Oaxaca

Oaxaca de Juárez is the capital of Oaxaca State in southern Mexico, with about 255,000 residents, sitting at 1,555 metres elevation in a high valley between the Sierra Madre del Sur and the Sierra Norte. It is one of Mexico's most ethnically diverse states, with large Zapotec and Mixtec populations, and the city's centre is a UNESCO World Heritage site for its Spanish colonial grid and Santo Domingo church. The economy combines state government, inbound visitors, handicrafts (textiles, alebrijes, black pottery), mezcal production, and a growing creative and culinary cluster. Oaxaca International Airport offers domestic and limited international flights. The climate is temperate semi-arid, mild year-round. Spanish dominates alongside multiple Indigenous languages, English use has grown with foreign residents, and housing costs have risen sharply.
