Why this quality rating

Albania has significant quality challenges in its public system with low PISA scores. Urban areas (Tirana) are much better than rural regions. The system is Albanian-medium.

Why the expat-access rating looks like this

Resident expat families may enroll but the Albanian-medium instruction and quality gap typically push expat families toward the handful of private schools in Tirana.

Homeschooling

Not specifically regulated

Albania requires compulsory education but homeschooling is not explicitly addressed. Growing digital nomad community in Tirana.

Method: country metrics come from public system indicators, facility coverage reflects mapped providers we can inventory, direct pricing only reflects observed self-pay pages, and relative care cost can fall back to broad cost-of-living healthcare indices. Sparse pricing does not imply sparse healthcare availability.

About Elbasan

Elbasan is a city in central Albania, in the Shkumbin River valley about 50 kilometres southeast of Tirana on the historical Via Egnatia route from the Adriatic toward Thessaloniki. It is one of Albania's largest industrial cities and was historically dominated by the Steel of the Party combine, a Chinese-built integrated steel works that was the country's largest industrial project under communism, parts of which still operate in restructured form alongside cement, oil refining, and food industries. The local economy is gradually diversifying. Albanian is the working language with Italian and English increasingly common among younger workers. The climate is Mediterranean continental, with hot dry summers and cool wet winters. The Tirana-Elbasan motorway and tunnel reduced travel time to the capital to under an hour, and Tirana Airport is the nearest aviation gateway.
