Why this quality rating

Mexico's public schools can work for locally integrated families, but quality is uneven and many expat households still prefer private or bilingual options.

Why the expat-access rating looks like this

Resident families can usually enroll, but Spanish-medium instruction and school-quality variation make the public path a situational choice.

Homeschooling

Not explicitly regulated

Mexico has compulsory education laws but no specific homeschooling regulation. Many expat and Mexican families homeschool without issues, particularly in Playa del Carmen, San Miguel de Allende, and Mexico City. INEA provides equivalency exams. Enforcement of compulsory attendance is minimal.

About Cabo San Lucas

Cabo San Lucas is a coastal city at the southern tip of the Baja California peninsula, Mexico, in the municipality of Los Cabos in Baja California Sur, with about 203,000 residents. It sits where the Pacific Ocean meets the Gulf of California, with the eroded granite arch of El Arco at Land's End as its defining landmark. The economy is overwhelmingly tied to tourism and the second-home market, with one of the densest concentrations of high-end resorts in Mexico, plus sportfishing, scuba operations, and construction; the Los Cabos International Airport in nearby San José del Cabo handles direct flights from much of North America. Spanish is the official language, with English widely used in tourism. The climate is hot desert, hot year-round with low rainfall concentrated in late summer; Pacific hurricanes occasionally make landfall, with Hurricane Odile causing severe damage in 2014.
