Why this quality rating
Mexico's public schools can work for locally integrated families, but quality is uneven and many expat households still prefer private or bilingual options.
Why the expat-access rating looks like this
Resident families can usually enroll, but Spanish-medium instruction and school-quality variation make the public path a situational choice.
❓ Homeschooling
Not explicitly regulatedMexico has compulsory education laws but no specific homeschooling regulation. Many expat and Mexican families homeschool without issues, particularly in Playa del Carmen, San Miguel de Allende, and Mexico City. INEA provides equivalency exams. Enforcement of compulsory attendance is minimal.

About Iztapalapa
Iztapalapa is the most populous of the 16 alcaldías that make up Mexico City and one of the largest municipal-level units in Latin America by population. It occupies the southeastern quadrant of the Valley of Mexico on the dried bed of former Lake Texcoco, which has produced significant ground subsidence and seismic vulnerability. Historically working-class and densely informal, it is internationally known for its annual Holy Week passion play on Cerro de la Estrella. The economy mixes wholesale markets at Central de Abasto, light manufacturing, and a large informal sector. Foreign relocators rarely settle in Iztapalapa directly, gravitating instead to Roma, Condesa, and Polanco; the alcaldía is best understood as a critical component of the metropolitan labor force and an area where Spanish is essential.
