Why this quality rating
Malaysia's public system can be academically solid, but it is built primarily for local families and is not the easy default path for expats.
Why the expat-access rating looks like this
Foreign families may face permission and fit hurdles, and the long-term public path depends heavily on Malay-medium integration.
โ Homeschooling
Not explicitly regulatedMalaysia does not have a specific homeschooling law. The Education Act 1996 requires school attendance, but enforcement for non-citizens is minimal. Many expat families homeschool without issue. Malaysian citizens technically need to attend school, but homeschooling is increasingly tolerated.

Healthcare
System strength, outcome signals, facility coverage, and self-pay visibility in Malaysia.
Method: country metrics come from public system indicators, facility coverage reflects mapped providers we can inventory, direct pricing only reflects observed self-pay pages, and relative care cost can fall back to broad cost-of-living healthcare indices. Sparse pricing does not imply sparse healthcare availability.

About Shah Alam
Shah Alam is the capital of Selangor state in Malaysia, sitting in the Klang Valley about 25 kilometers west of Kuala Lumpur with around 741,000 residents. It was developed from the late 1970s as a planned state capital after Selangor lost Kuala Lumpur to federal territory status, and now functions as a mixed administrative, manufacturing (notably automotive with Proton's heritage plant nearby), and educational center. Relocators face a hot tropical climate year-round, KTM Komuter and LRT extensions providing rail access to KL though car ownership remains common, and a more conservative social environment than central KL given Selangor's state alcohol restrictions. Costs sit below central KL. English is widely used. Suits expats tied to Selangor manufacturing or universities.
