Why this quality rating
Kazakhstan has a functioning state-school system with stronger options in Almaty and Astana than in smaller cities. Academic expectations can be solid, but the public route remains language-heavy and not especially tailored to expat families.
Why the expat-access rating looks like this
Resident families can often enroll, but Kazakh- and Russian-medium instruction makes the public path harder for most foreign families unless they plan deeper local integration.
📋 Homeschooling
Legal with school supervisionKazakhstan's Law on Education (2007, amended) allows home-based learning with school supervision. Students must be registered with a school and take assessments. Increasingly popular among Almaty and Nur-Sultan expats.

About Aktobe
Aktobe is a regional capital of about 501,000 in northwestern Kazakhstan, sitting on the Ilek River roughly 100 kilometers east of the Russian border. The local economy rests heavily on oil and gas from the surrounding fields, chromium and ferroalloy mining, and chemical industries built around those resources. The climate is cold semi-arid with very cold winters that regularly drop below minus 20 Celsius and hot dry summers. Relocators are largely confined to oil-sector engineers and contractors; English-language services are limited, and the expat infrastructure is thinner than in Almaty or Astana. Russian and Kazakh both circulate widely in daily life. The Aktobe airport handles regular flights to Astana, Almaty, and a handful of international destinations including Moscow and Frankfurt seasonally, making it a workable but not seamless regional posting.
