Why this quality rating

Azerbaijan's public school system is Azerbaijani-medium and functional by regional standards, but quality outside Baku is uneven. Baku has a growing international school sector for expat families.

Why the expat-access rating looks like this

Resident families can technically enroll, but instruction in Azerbaijani and limited English in most public schools makes it impractical for international families.

📋 Homeschooling

Legal with school enrollment

Azerbaijan permits "family education" (ailə təhsili) under its Education Law. Students must be registered with a school and periodically assessed there. The curriculum broadly follows national standards. Growing expat community in Baku.

Healthcare

System strength, outcome signals, facility coverage, and self-pay visibility in Azerbaijan.

Method: country metrics come from public system indicators, facility coverage reflects mapped providers we can inventory, direct pricing only reflects observed self-pay pages, and relative care cost can fall back to broad cost-of-living healthcare indices. Sparse pricing does not imply sparse healthcare availability.

About Tovuz

Tovuz is a district capital in western Azerbaijan, sitting on the Tovuz river in the Lesser Caucasus foothills along the M2 highway and the Baku-Tbilisi railway about 430 kilometers west of Baku and close to the Georgian and Armenian borders. The local economy combines agriculture, particularly grapes and hazelnuts from surrounding orchards, livestock, and the South Caucasus Pipeline corridor that crosses the district carrying Caspian gas toward Turkey. Azerbaijani is the working language, with Russian still widely used. For relocation, the practical context is a continental climate moderated by elevation, full road and rail integration into the east-west Baku-Tbilisi corridor making the Georgian border reachable in about an hour, a small-city cost base far below Baku, and intermittent border tensions reflecting the broader regional security context with Armenia.
