Why this quality rating
Azerbaijan's public school system is Azerbaijani-medium and functional by regional standards, but quality outside Baku is uneven. Baku has a growing international school sector for expat families.
Why the expat-access rating looks like this
Resident families can technically enroll, but instruction in Azerbaijani and limited English in most public schools makes it impractical for international families.
📋 Homeschooling
Legal with school enrollmentAzerbaijan permits "family education" (ailə təhsili) under its Education Law. Students must be registered with a school and periodically assessed there. The curriculum broadly follows national standards. Growing expat community in Baku.

About Ganja
Ganja is the second-largest city in Azerbaijan, sitting in the western part of the country on the Kura River plain about 375 kilometers from Baku with roughly 336,000 residents. Its economy is anchored by manufacturing tied to aluminum smelting, agricultural processing including wine and cotton, and a growing services sector linked to Ganja State University. Azerbaijani is the working language, with Russian still common in business and older generations and English limited to the international corporate cohort. The climate is moderate continental with hot dry summers and cool winters. Relocators are predominantly domestic; foreign relocation is limited, with the practical case resting on costs well below Baku and the rail and highway link west into Georgia and on to Tbilisi.
