Why the expat-access rating looks like this

Resident families can generally enroll in state schools, but catchment, available places, and local council assignment still matter.

Legal, no registration required

Homeschooling (called "elective home education") is a long-established legal right in England and Wales. No registration is required, though local authorities can make informal inquiries. Scotland has similar provisions. Northern Ireland requires notification.

About Plymouth

Plymouth is a port city on the south coast of Devon in the United Kingdom, with about 260,000 residents, sitting at the mouth of the Plym and Tamar rivers near the Cornish border. It is the home of HMNB Devonport, Western Europe's largest naval base, which together with marine engineering and the University of Plymouth dominates skilled employment. The Cross-Country rail line links Plymouth to London Paddington in about three to four hours, and the A38 carries most road traffic into Cornwall. The climate is temperate oceanic, with mild winters and cool, wet summers moderated by the sea. English is universal, NHS coverage applies, and housing is markedly cheaper than Exeter, Bristol or anywhere in the South East.
