Why this quality rating

Japan’s public schools are orderly, reliable, and top-tier by OECD standards.

Why the expat-access rating looks like this

Foreign resident children can often enroll, but daily schooling is in Japanese and integration can be tough without strong language support.

Homeschooling

Compulsory but flexible

Japan requires parents to ensure children attend school, but there is no punishment for non-attendance. "Futoko" (school refusal) is recognized and supported with alternative education centers. Homeschooling exists in a gray area but is increasingly accepted. No formal framework.

Homeschool legality in Japan — check current regulations before committing.

Healthcare

System strength, outcome signals, facility coverage, and self-pay visibility in Japan.

Method: country metrics come from public system indicators, facility coverage reflects mapped providers we can inventory, direct pricing only reflects observed self-pay pages, and relative care cost can fall back to broad cost-of-living healthcare indices. Sparse pricing does not imply sparse healthcare availability.

About Ebetsu

Ebetsu sits in Ishikari Subprefecture on the island of Hokkaido in northern Japan, immediately east of Sapporo, and functions as part of the Sapporo metropolitan area. The city is known nationally for its brick architecture heritage from the Meiji-era development of Hokkaido and for hosting several universities, which give it a meaningful student population. The local economy combines education, agriculture, and light manufacturing. For relocators, Ebetsu offers a humid continental climate with cold snowy winters and warm summers that are markedly cooler than Honshu averages, costs below central Sapporo, and Japanese as the sole working language. The JR Hakodate Main Line connects the city to Sapporo in under 20 minutes, making the prefectural capital and New Chitose Airport practically reachable.
