Why this quality rating
Japan’s public schools are orderly, reliable, and top-tier by OECD standards.
Why the expat-access rating looks like this
Foreign resident children can often enroll, but daily schooling is in Japanese and integration can be tough without strong language support.
❓ Homeschooling
Compulsory but flexibleJapan requires parents to ensure children attend school, but there is no punishment for non-attendance. "Futoko" (school refusal) is recognized and supported with alternative education centers. Homeschooling exists in a gray area but is increasingly accepted. No formal framework.

Rideshare
Taxi-first, limited rideshare
Taxi availability is the practical fallback, while app-based rideshare remains secondary to rail, bus, and taxi usage in Japan.

Healthcare
System strength, outcome signals, facility coverage, and self-pay visibility in Japan.
Method: country metrics come from public system indicators, facility coverage reflects mapped providers we can inventory, direct pricing only reflects observed self-pay pages, and relative care cost can fall back to broad cost-of-living healthcare indices. Sparse pricing does not imply sparse healthcare availability.

StrongHigh national coverage, deep nursing capacity, and solid hospital-bed capacity support this rating.

About Bunkyo
Bunkyo is one of Tokyo's 23 special wards, not a freestanding city, occupying a central position on the northern Yamanote rim with around 240,000 residents. It is best known as Tokyo's education and academic district: the University of Tokyo's main Hongo campus, Ochanomizu University, the Tokyo Dome stadium and adjacent amusement complex, and a dense cluster of publishing houses and medical schools all sit within the ward. Multiple Tokyo Metro lines including the Marunouchi, Namboku, and Chiyoda put central business and shopping districts within 15 minutes. The economy is overwhelmingly white-collar, academic, and medical. Japanese is universal, with reasonable English near the universities. The climate is humid subtropical. Bunkyo appeals to families and researchers prioritizing school catchments and central location over the trendier western wards.
