Why this quality rating
Japan’s public schools are orderly, reliable, and top-tier by OECD standards.
Why the expat-access rating looks like this
Foreign resident children can often enroll, but daily schooling is in Japanese and integration can be tough without strong language support.
❓ Homeschooling
Compulsory but flexibleJapan requires parents to ensure children attend school, but there is no punishment for non-attendance. "Futoko" (school refusal) is recognized and supported with alternative education centers. Homeschooling exists in a gray area but is increasingly accepted. No formal framework.

About Akita
Akita is the capital of Akita Prefecture on the Sea of Japan coast of northern Honshu in Japan. The economy combines port commerce, rice farming as Akita is one of Japan's premier rice regions, sake brewing, oil and natural gas from the offshore Akita fields, and Akita International University, an English-medium institution with substantial international enrollment. Japanese is universal with English more common at AIU than in most secondary Japanese cities. The climate is humid continental with very heavy snowfall in winter and warm humid summers. The Akita Shinkansen connects to Tokyo in roughly four hours. Foreign residents are present mainly through AIU and a Russian-influenced community via historical Sea of Japan trade. Akita prefecture has Japan's most acute depopulation among the 47 prefectures.
