Why this quality rating
Japan’s public schools are orderly, reliable, and top-tier by OECD standards.
Why the expat-access rating looks like this
Foreign resident children can often enroll, but daily schooling is in Japanese and integration can be tough without strong language support.
❓ Homeschooling
Compulsory but flexibleJapan requires parents to ensure children attend school, but there is no punishment for non-attendance. "Futoko" (school refusal) is recognized and supported with alternative education centers. Homeschooling exists in a gray area but is increasingly accepted. No formal framework.

About Abiko
Abiko is a city in northwestern Chiba Prefecture, Japan, sitting on the southern shore of Lake Teganuma in the outer Tokyo commuter belt. Its roughly 132,000 residents live in a residential commuter city whose growth was driven by JR Joban Line and JR Narita Line service to central Tokyo from the 1960s onward. The local economy is essentially residential, with most residents commuting to Tokyo or Chiba. Japanese is essential; English is rare. The climate is temperate humid with hot summers and mild winters typical of the Kanto plain. The Joban Line puts Ueno at roughly 45 minutes. For relocators, Abiko offers a quieter outer-suburb alternative to inner Tokyo wards at considerably lower rents, with the trade-off of a long but reliable commute and limited local cultural infrastructure.
