Why this quality rating

Cuba has a universal public-school system, but it is not usually the default schooling path for internationally mobile expat families.

Why the expat-access rating looks like this

Resident enrollment may be possible, but Spanish-medium instruction and a strongly local system make the public route a hard fit for most expat families.

🚫 Homeschooling

Homeschooling not legal

Cuba requires compulsory school attendance in state schools. Homeschooling is not legally permitted. Education is a state function under the Cuban constitution. This is the single biggest barrier for families considering Cuba as a long-term base.

About Ciego de Ávila

Ciego de Ávila sits in central Cuba, the capital of its eponymous province on the country's flattest agricultural belt and at the narrowest point of the island between the north and south coasts. With about 142,000 residents, the city functions as a provincial administrative and agricultural-services hub for one of Cuba's most productive farming regions, with sugarcane, citrus, and pineapple historically dominant alongside cattle ranching. The province also includes the Jardines del Rey resort cays off the north coast, which channel tourism employment through the city. Spanish is the working language with limited English exposure outside the resort sector. The tropical climate brings consistent warmth year-round with a wet season from May through October and a serious Atlantic hurricane risk. The Cuban economy's broader scarcity conditions affect daily life materially.
