Why this quality rating
China's public system is academically strong, but the standard local-school path is not designed around short-horizon expat families.
Why the expat-access rating looks like this
Resident enrollment is sometimes possible, but hukou or local assignment practices and Mandarin-medium instruction make the public route hard in practice.
π« Homeschooling
Homeschooling not legalChina's Compulsory Education Law requires all children to attend school. Homeschooling is illegal and the law is enforced. Some underground homeschooling communities exist but face legal risk.

About Donghai, Guangdong
Donghai is a county seat in northern Jiangsu province in China, in Lianyungang prefecture along the eastern coast about 60 kilometers inland from the Yellow Sea port of Lianyungang. The county is internationally significant as one of the world's largest centers for quartz and crystal mining and processing, supplying both the global jewelry trade and the semiconductor industry with high-purity quartz used in silicon wafer crucibles. The local economy beyond crystal also includes agriculture and light manufacturing. Mandarin is universal with the Jianghuai dialect locally dominant. The humid subtropical climate brings hot wet summers and cold dry winters. High-speed rail reaches the Lianyungang network and onward to Beijing and Shanghai. For relocators, Donghai is essentially a specialized posting tied to the quartz industry or semiconductor supply chain.
