Why this quality rating

Armenia’s public system can be workable, but school quality and expat fit are less predictable than in larger OECD systems.

Why the expat-access rating looks like this

Resident families may be able to enroll, but Armenian or Russian is usually needed for the public path to feel practical.

📋 Homeschooling

Legal with school enrollment

Armenia allows homeschooling under its education law. Students must be formally enrolled in a school and take regular assessments. The school provides oversight and certifies progress. Armenia has become a destination for digital nomads, and expat families find the process manageable.

About Gyumri

Gyumri is the second-largest city in Armenia, set in the Shirak plateau in the northwest at about 1,500 meters elevation, roughly 125 kilometers from Yerevan. The roughly 115,000 residents live in a city still recovering from the 1988 Spitak earthquake, which destroyed much of the historic center and triggered decades of outmigration. Reconstruction has slowly restored the central Vardanants and Charles Aznavour squares, and the local economy now mixes textile production, a Russian military base, the Technological Center for IT training, and a growing remote-work scene tied to favorable Armenian tax incentives. Armenian is universal, with Russian widely understood. The continental climate brings cold snowy winters and warm dry summers at high elevation. For relocators, the practical considerations are seismic risk, the income tax regime for tech workers, the small Shirak regional airport, and the long-running but still meaningful population decline.
