Why this quality rating
Switzerland has consistently strong PISA outcomes and a well-funded cantonal public school system. Instruction language varies by canton (German, French, Italian).
Why the expat-access rating looks like this
Resident expat children are generally admitted to local public schools. The catch is instruction language: German, French, or Italian depending on the canton. Language support is variable.

Varies by cantonEducation policy is cantonal in Switzerland. Some cantons (e.g., Appenzell Innerrhoden) allow homeschooling with minimal requirements. Others (e.g., Zurich) require a teaching qualification. Vaud requires authorization. Research your specific canton carefully.

About Winterthur
Winterthur is the sixth-largest city in Switzerland, sitting about 25 kilometers northeast of Zurich in canton Zurich on the rail corridor toward St. Gallen and southern Germany. The roughly 112,000 residents live in a former industrial town that built Sulzer locomotive and turbine works in the nineteenth century and has since pivoted into insurance, ZHAW (one of Switzerland's largest universities of applied sciences), and a notable contemporary art scene anchored by the Kunstmuseum and the Fotomuseum. S-Bahn trains reach Zurich Hauptbahnhof in 20 minutes and Zurich Airport in 15, giving direct access to Zurich-area employment at meaningfully lower housing costs than the city itself. Swiss German is dominant locally, with standard German and English widely used in professional settings.
