Why this quality rating
Russia's public schools can be academically strong, but the system is designed around local integration rather than short-horizon expat mobility.
Why the expat-access rating looks like this
Resident families may be able to enroll, but Russian-medium instruction makes the public route difficult for most expat families.

Legal with school enrollmentRussia legally allows "family education" (semeinoe obrazovanie). Students must be registered with a school for assessment. Exams follow the federal curriculum. Growing community, particularly in Moscow.

Healthcare

About Kaliningrad
Kaliningrad is the capital of Russia's Kaliningrad Oblast, a non-contiguous exclave wedged between Poland and Lithuania on the Baltic Sea coast and physically separated from the rest of Russia. Historically the German city of Konigsberg until 1945, it functions today as a Russian naval base, Baltic-trade port and Special Economic Zone with an automotive assembly and amber-processing footprint. Russian is the working language. Relocators should weigh a humid continental climate moderated by the Baltic into mild summers and relatively mild winters by Russian standards, a security and travel context dominated by post-2022 sanctions and severed land transit through Lithuania, and infrastructure that includes Khrabrovo Airport but is materially constrained by the exclave status. Western banking and international employment are essentially closed off.
