Why this quality rating

Paraguay's public schools can work for local families, but quality varies and the strongest options for internationally mobile households are usually private schools in and around Asunción.

Why the expat-access rating looks like this

Resident foreign families can usually enroll, but Spanish- and Guaraní-influenced schooling plus uneven school quality make the public path a situational fit for expat families.

📋 Homeschooling

Legal with school enrollment

Paraguay permits homeschooling through "educación en casa" provisions. Students must be enrolled at a school for assessment and certification purposes. Paraguay has become popular with expats for its low taxes and cost of living.

About Ciudad del Este

Ciudad del Este is Paraguay's second city, the capital of Alto Paraná department, set on the Paraná River at the Friendship Bridge crossing to Foz do Iguaçu, Brazil. About 302,000 residents anchor a commercial economy built on tri-border trade, electronics and apparel imports, and the binational Itaipú hydroelectric dam, which is the largest source of formal employment in the region. Spanish and Guaraní are the official languages, with Portuguese widely used in commerce and Arabic and Mandarin present in the trader community. Asunción is about a five-hour drive west. The city suits cross-border traders, Itaipú-related engineering staff, and remote workers using Paraguay's accessible residency program.

Subtropical climate: hot, humid summers (Dec-Feb) with heavy rainfallInternet reliability: inconsistent, frequent outages; fiber available but not citywideExpat community: modest, mixed international traders and remote workers; not as established as AsunciónWalkability: low-moderate; compact downtown but requires caution in some neighborhoodsFood scene: excellent Paraguayan, Brazilian, and Argentine cuisine; very affordable street foodNightlife: active but concentrated; bars and clubs catering to locals and tradersCoworking: limited options; mostly cafés with WiFi, few dedicated spacesSafety: mixed; commerce areas busy and safe, but petty crime and robbery in residential areas warrant awareness
